Deputy Lucinda Creighton asked the Minister for the Environment, Community and Local Government if his Department has responsibility for determining how the local property tax revenue is spent; if he will outline his involvement in the decision to defer defining 80% of the proceeds of the local property tax to be retained in each local authority until 2015 as a decision taken in the context of budget 2014; if he will confirm the reason this decision was taken and the economic changes that occurred to force a change in the Government's position on the way in which these revenues were to be distributed; and if he will make a statement on the matter.
