115 Ms C. Murphy asked the Tánaiste and Minister for Health and Children if an instruction is handed down from her Department to the Health Service Executive with regard to the budgetary allocation it must make in order to fund speech therapy, language therapy, occupational health and psychological services to children with special needs; if in the absence of adequate funding being allocated to these areas of service by the Health Service Executive her Department has any discretion as regards requesting that a further allocation be made; and if she will make a statement on the matter.
