Deputy Jennifer Whitmore asked the Minister for Climate, Energy and the Environment if he will consider amending section 61 of the Environmental Protection Agency Act 1992 to require that all licensed discharge points, under both section 4 authorisations and EPA industrial and emissions licences, be equipped with standard 24/7 remote water-quality monitoring devices, installed above, at and below each discharge point; and that all data from these devices be transmitted in real time to a central open Government database, noting the EPA’s limited routine deployment of such technology, the need for independent continuous monitoring rather than intermittent self-reporting, and the potential for a nationwide real-time monitoring network to be delivered at minimal cost to the State; and if he will make a statement on the matter.
