Broughan asked the Tánaiste and Minister for Justice and Equality the number of fixed charge penalty notices issued to learner drivers who were not accompanied by a qualified driver each year since 2013; the number of those that paid the fixed charge penalty notice; the number that were summonsed to court for failing to pay the fixed charge penalty notice; the number that resulted in a conviction with penalty points applied to their licence; her views on the fact that in 2015 alone 5,609 fixed charge penalty notices were issued for this offence but 2,763, that is, 47%, were not paid; and if she will make a statement on the matter.
