176 Deputy Willie Penrose asked the Minister for Finance the factors that would be considered in the review of decentralisation in 2011 whereby decentralisation which was planned for a number of places, including Mullingar, County Westmeath, has now been deferred; if one of these factors would include that of legitimate expectation on the part of the civil servants who applied for decentralisation in good faith and who are now disappointed; and if he will make a statement on the matter.
