15 Mr. Cullen asked the Minister for Finance the proposals, if any, he has for the sale of the local loans fund, in whole or in part; whether the portfolio will be sold to the Housing Finance Agency, the National Treasury Management Agency or to a private institution; the criteria which will be used to assemble the portfolio; the annual income which will be lost to the State; the way in which such income is used at present; the reason he is prepared to breach the 6 per cent ceiling on non-capital supply services; if the 2 per cent increase in real terms for 1996/1997 will also be breached; and if he will make a statement on the matter.
