Donnelly asked the Minister for Finance further to Parliamentary Question No. 100 of 18 April 2012, on the negotiations leading to the revised ESM treaty, if he will elaborate on his statement that he had suggested that before creating any such link between the ESM and stability treaties that careful consideration be given to any possible market implications; if it is the case that he suggested that the failure to include such a link could have led to market instability, or a negative market reaction, or failed to reassure the markets.
