Deputy Patrick O'Donovan asked the Tánaiste and Minister for Foreign Affairs and Trade further to Parliamentary Question No. 137 of 28 February 2012, in view of recent revelations regarding direct funding to the Ugandan Government, if he will commission a full audit to be carried out of all spending on behalf of the State by Irish Aid in programme countries; if he is satisfied that direct funds from Ireland to individual Governments are not being used for the purchase of arms or other military materials or services; his views on whether it is appropriate to be providing direct funding to Governments for projects while these same Governments are purchasing arms and military capability; if he intends to review the process of direct aid to Governments; and if he will make a statement on the matter.
