14 Deputy Billy Timmins asked the Minister for Communications, Energy and Natural Resources his views on whether the decentralisation programme has had an adverse effect on his Department’s ability to deliver services, particularly in the communications development section, in view of the fact that Freedom of Information documents have revealed that, for example, the National Broadband Scheme had no full-time staff working on it at times during 2006; if the communications development section currently has a full complement of staff; if other sections affected by the decentralisation programme have a full complement of staff; and if he will make a statement on the matter.
