187 Deputy Michael Lowry asked the Minister for Agriculture, Food and the Marine the position regarding a late single payment scheme application for 2012 whereby the delay was caused by a failure of a Teagasc planner to submit the application online prior to the closing date; when the planner fails to do so despite an oral agreement with the person (details supplied) the person providing all requisite maps and information, if the person should be held responsible for and face penalties as a result of the delay in submitting said application.
