Deputy Roderic O'Gorman asked the Minister for Climate, Energy and the Environment the reason heads 28, 29 and 30 of the Environment (Miscellaneous Provisions) Bill 2025 that were approved by Government on 11 June 2024, and which would allow the Minister to levy environmental charges such as the plastic bag levy, on producers rather than on retailers, did not appear in the Bill when drafted and initiated in Dáil Éireann; and if he will amend the Bill in Seanad Éireann to restore those heads as previously agreed by Government.
