Breen asked the Minister for Enterprise, Trade and Employment if an area near a site (details supplied), at which third parties are subjected to significant risk, constitutes a place of work in accordance with the terms of section 2(1) of the Safety, Health and Welfare at Work Act 1989; if so, if vulnerable third parties within such an area have a legal entitlement to copies of any risk assessment pertaining to the site in question; and if he will make a statement on the matter.
