Deputy Barry Cowen asked the Minister for the Environment, Community and Local Government if an agreement has been made with the National Asset Residential Property Services Limited, the National Asset Management Agency social housing special purpose vehicle, on whether local authorities will be able to lease the social housing units to be constructed by the National Asset Management Agency at below market rates; or if it will lease them at market rates; and, if the latter, the details of the leasing arrangement between the local authorities and the National Asset Residential Property Services Limited and the number of social housing units that will be made available through the National Asset Residential Property Services Limited, as part of the National Asset Management Agency's construction of 20,000 private housing units.
