272 Deputy Willie O’Dea asked the Minister for Social Protection if his attention has been drawn to the difficulties being encountered in urban areas as a result of the way the rent scheme is being administered; if he is further aware that the Health Service Executive has decided to grant rent allowances to tenants in cases where landlords are not fulfilling their legal obligations by registering with the Private Residential Tenancies Board; if he is aware that the HSE persistently refuses to give persons who are living in the vicinity of a house subject to rent allowance access to the landlord even in cases where anti-social behaviour is occurring as a result of the activities of the family who has been granted rent allowance; if he will consider publishing a full list of the landlords who are in receipt of rent allowance payments.
