Deputy Brendan Smith asked the Minister for the Environment, Community and Local Government if he will detail the process or legislation from which end of life vehicle certification emanates; if there is a system of recompense to operators of authorised treatment facilities who issue ELV certificates; if he will explain that system and the way in which an operator of an AFT might apply to such a scheme in order that they may be recompensed for acceptance of end of live vehicles and the issuing of an end of life vehicle certificate; if there is a payment recoverable by the operator from his Department or agency under his Department; and if he will make a statement on the matter.
