Deputy Eamon Ryan asked the Minister for Housing, Planning and Local Government when Ireland plans to ratify the second amendment to the Espoo Convention on Environmental Impact Assessment in a Transboundary Context published in 2004 which came into force on 23 October 2017 and which has been ratified by 32 nations; and if Ireland is committed to this international convention and will ratify the second amendment without further delay.
