Deputy Ken O'Flynn asked the Minister for Transport the procedures in place to verify the authenticity of foreign driving licences and letters of entitlement presented for exchange in Ireland; the checks carried out with issuing authorities; the number of attempted exchanges rejected due to invalid or unverifiable documentation in each of the past three years; the safeguards in place to ensure that drivers accessing the reduced EDT programme have genuine prior driving experience; and the measures planned to address language-barrier safety risks reported by approved driving instructors during EDT lessons.
