Deputy Robert Troy asked the Minister for the Environment, Community and Local Government if he considers it fair that wastewater pipes that traverse private gardens and for which maintenance and ownership fall under the responsibility of the relevant local authority up until the establishment of Irish Water have not transferred to Irish Water, that it now remains the responsibility of the property owner; and if he will make a statement on the matter.
