Deputy Noel Grealish asked the Minister for the Environment, Community and Local Government if he will provide the details of what is contained in the Government's first fix free policy in regard to water services, in view of the fact that any work required is never a charge on the consumer when it is outside the consumer's boundary; if it was ever intended to have a first fix free policy to include pipework, which is the responsibility of the consumer; if not, the reason it is called a first fix free arrangement, when the word "free" does not apply; and if he will make a statement on the matter.
