Broughan asked the Minister for Children and Youth Affairs if she is intending to amend the forthcoming Children First legislation to extend the scope of the guidelines to include childminders on the list of persons to whom the Children First legislation is applicable because of the large number of children who are cared for by childminders either in the childminder's home or elsewhere.
