Deputy Ken O'Flynn asked the Tánaiste and Minister for Finance further to the concerns raised in a report (details supplied) report regarding undisclosed credit commitments in banking systems, if his Department has carried out any independent review in the past five years of off-balance-sheet or standby credit facilities within the Irish financial sector that could give rise to State or taxpayer liability; the criteria used by the Department and the Central Bank to classify such facilities as contingent liabilities for public-finance disclosure; if the findings of any such review have been presented to the Houses of the Oireachtas; and if he intends to introduce new disclosure requirements to ensure full transparency of these exposures.
