Deputy John Browne asked the Minister for Transport, Tourism and Sport if he will consider an amendment to section 12 of the Road Traffic Act 2002 to allow for suspension of parking fines when such fines are under appeal to either the local authority concerned or to the Ombudsman; if he is satisfied that section 12(c), which allows local authorities to increase the amount of a fine by 50% if it is unpaid after 28 days, is fair and equitable in the circumstances of an appeal; and if he will make a statement on the matter.
