Bruton asked the Taoiseach if he will give the basis for his statement on RTE on 18 July 1999 that the paramilitaries may have difficulty with the May 2000 decommissioning deadline in view of the undertakings given to him and to Prime Minister Blair in Stormont recently which were described by the latter as a seismic shift, and the fact that, in April 1997 before the current negotiations ever began, all political parties associated with paramilitaries gave their total and absolute commitment to decommissioning by their adherence to the Mitchell principles.
