Deputy Frank O'Rourke asked the Minister for Housing, Planning and Local Government if he will consider reviewing the housing assistance payment, HAP, scheme whereby a person or family identified as homeless is required to have financial access to a deposit and one month's rent in advance to access private accommodation, given that in most instances such finance is not available, thereby rendering the person or family unable to move into housing; and if he will make a statement on the matter.
