331 Ms B. Moynihan-Cronin asked the Minister for Community, Rural and Gaeltacht Affairs when the proposed draft heads of Bill will be published in view of the fact that the consultation period in respect of his consultation paper on charities regulation is over; if he intends to legislate to deal with any situation whereby a charity raises money without the obligation to establish in a transparent way the money which has been spent on the purposes for which the charity was founded; if he intends to deal with any situation whereby charities become closed shops, refusing to admit persons to membership without due reason or maintaining situations in which the officerships and control of the organisations are vested in small, self-perpetuating groups of persons; if he intends to ensure that the standards of corporate governance applicable to charities are as rigorous as those applied to the corporate sector and to public bodies; and if he will make a statement on the matter.
