111 Mr. J. Higgins asked the Minister for the Environment the manner in which the preparation of the National Development Plan 1994-1999 complied with the provisions of EC Council Regulations No. 2081/93 and with Article 8.4, in view of the requirements that these plans shall include an appraisal of the environmental situation of the region concerned and an evaluation of the environmental impact of the strategy and operations referred to above in terms of sustainable development in agreement with the provisions of Community Law in force; and the arrangements made to associate the competent environmental authorities designated by the member state in the preparation and implementation of the operations envisaged in the plan to ensure compliance with Community environmental rules.
