Deputy Mairéad Farrell asked the Minister for Housing, Local Government and Heritage if it is possible to combine all three schemes, that is, the HTB scheme, the first home scheme and council mortgage, when purchasing a home, in relation to the requirement for the HTB mortgage minimum to be 70% of the value of the house; if the council mortgage is not sufficient to meet this minimum, if the first home scheme can be used to bridge the gap, thereby allowing a person to meet the 70% threshold; and if he will make a statement on the matter.
