362. Deputy Thomas P. Broughan asked the Minister for Education and Skills further to Parliamentary Questions Nos. 159 to 164, inclusive, of 11 March 2014, the reason that since being established in December 2003 the National Council for Special Education has failed to provide his Department with specific policy advice on educating children with autism and therefore he was required recently, as Minister, to specifically request the NCSE to do so; the reason he did not do something about the situation at an earlier stage especially in view of the recommendation made by the Ombudsman for Children’s Office in October 2012, which urged his Department to publish its policy document promptly and which has still not been published.
