Deputy Pádraig Mac Lochlainn asked the Minister for Agriculture, Food and the Marine if he will, as a matter of urgency, ensure that the European Commission establishes, by means of an implementing decision, the occurrence of an "exceptional event" in relation to the global COVID-19 pandemic, and that the operational programme for the 2021-2027 EMFAF is designed to enable the prompt and efficient drawdown of these very urgent and crucial funds needed to stabilise struggling aquaculture businesses in Ireland.
