423 Mr. Perry asked the Minister for Communications, Marine and Natural Resources the person who, with regard to foreign gillnet surveys, is granting permission for trials in Irish waters in view of the fact that there are foreign vessels using illegal gear to land fish in Irish waters in the name of research; the way he can advocate criminal sanctions for technical fishery offences for Irish vessels while fishing with undersize gear by foreign vessels goes unpunished; the procedure these vessels undertake before permission for a trial is given; the measures his Department takes to ensure they are keeping within the remit of the trial while these trials are under way; and if he will make a statement on the matter.
