Deputy Catherine Connolly asked the Tánaiste and Minister for Foreign Affairs if his Department referred the proposed funding for the Consultative Forum on International Security under the "training and development and incidental expenses" category within Vote 28, to the Department of Finance to determine whether the funding amounted to a new service or not, per the public financial procedure guidelines (PFP); if such a referral did occur, the outcome of same; if no referral occurred, the reasons for not referring the question to the Department of Finance; and if he will make a statement on the matter.
