Deputy Noel Grealish asked the Minister for the Environment, Community and Local Government if the water charges to be levied on private rental properties will be billed to the user or to the landlord; his views on the Water Services (No. 2) Act which states that it will be presumed, unless the contrary is proved, that the owner of a premises is also the occupier, and in that scenario, if he will indicate the level of proof necessary to ensure that water charges are billed to the user in the same way as applies to other utilities; and if he will make a statement on the matter.
