Deputy Clare Daly asked the Tánaiste and Minister for Foreign Affairs and Trade the reason, if the principle of sovereign immunity does not interfere with obligations arising from the international treaties, the laws giving effect to the international treaties are not being enforced; and given that the Geneva Conventions Act 1962, as amended in 1998, provides that any minor breach of the 1949 Geneva Convention is a punishable offence, if gardaí should be ensuring there are no breaches of the convention taking place at Shannon.
