458 Mr. Sargent asked the Minister for Transport if he envisages that in accordance with the guidelines he has issued in respect of the application of a special speed limit of 30 km/h, local authorities can properly designate 30 km/h speed limits in new areas, to take effect as soon as the area is opened to the public or taken in charge or declared a public road, or if the guidelines are intended to prevent such decisions to designate in advance of construction.
