480 Deputy Enda Kenny asked the Minister for Communications, Energy and Natural Resources if his attention has been drawn to the fact that studies conducted by his Department, the Commission for Energy Regulation and EirGrid show that open cycle gas turbines are expected to generate electricity at best, only 2% of the time; if it is possible to direct the Commission for Energy Regulation to refuse licenses for OCGT’s in areas with poor transmission grid resources; if so, will he do so unless it absolutely necessary to grant those licenses; and if he will make a statement on the matter.
