Deputy Mary Lou McDonald asked the Minister for Health the details of the operating clinical guidelines governing the operation of the Mental Health Act 2001 in circumstances in which there is an alcohol or substance use disorder; if these guidelines under the provisions of the Act make a distinction between primary or secondary disorders, that is, alcohol use disorder as the primary problem with a secondary other mental health disorder; if so, if they are in compliance with the Act; and if he will make a statement on the matter.
