Deputy Robert Troy asked the Minister for Transport, Tourism and Sport if his attention has been drawn to the fact that the 2015 amendment to the Harbours Act 1996 provides for retrospective application in that it covers the period from 1997 when the port companies were corporatised; the reason the lengthy retrospective application was included in the 2015 amendment; and if he will make a statement on the matter.
