Higgins asked the Minister for Social and Family Affairs if he will make changes to the policy of clawing back overpayments from the wills of non-contributory pensioners who saved their pension money in the past when the threshold to avail of the full pension was set as low as £200 in 1979 to 1997 and £2,000 in 1997 to 2000, considering that the savings threshold for entitlement to the full non-contributory pension is to be raised to €20,000 for future savings.
