Deputy Charlie McConalogue asked the Minister for Agriculture, Food and the Marine if it is technically possible under the Common Agricultural Policy, CAP, to transfer Pillar 2 funds to Pillar 1 in order to increase the young farmers scheme fund and national reserve after EU approval is received; and if it is technically possible to use only Exchequer funding to increase the fund and the national reserve.
