Mitchell asked the Minister for the Environment, Heritage and Local Government if his attention has been drawn to the fact that some county councils are not compliant with the provisions of section 247 of the Planning and Development Act 2000 in that records of pre-application meetings are not kept in planning application files and that many councils are operating a system of informal meetings outside the provisions of section 247 thus creating a system of selective recording of pre-application meetings.
