Deputy John O'Mahony asked the Minister for Public Expenditure and Reform if his attention has been drawn to the fact that Ireland and the UK are the only two countries where a court case must be taken in order to make a public procurement complaint under 2004/18; his views on whether having to take a case to the High Court means that such a pathway to justice is unavailable to many smaller businesses, and that the State has a much greater advantage, because of the considerable funds needed to take a case to the High Court; and if he will make a statement on the matter.
