Kitt asked the Minister for the Environment, Community and Local Government in respect of water metering, if a public utility, or other, damages a water pipe and causes a leak, the person responsible for the payment of the loss of water and the way such a leak will be measured; if a system is in place that will make the householder aware that water lost as a result of such leakage will not be billed against their house; and if he will make a statement on the matter.
