Bruton asked the Minister for Education and Science if he will undertake a survey of the cost of insurance for schools and a study of the cost and incidence of claims, to see whether better mechanisms can be put in place to prevent accidents or to negotiate keener rates of insurance through his Department using its considerable power in central negotiations; if he will evaluate the percentage of the capitation grant which is absorbed by insurance in schools in different parts of the country and introduce some form of equalisation measures so that insurance does not drain away resources that should be available for educational purposes; and if he will make a statement on the matter.
