Connaughton asked the Minister for Agriculture, Food and the Marine if it is possible under the agri-environment options scheme 1 to replace a parcel which has been taken over by a bank recovering a debt; if in such exceptional circumstances a clawback would apply in relation to funds paid on those lands to date and if such circumstances would be considered exceptional circumstances or force majeure circumstances for the purpose of an agricultural appeal in a case where the debt being recovered was not in the name of the AEOS entrant; and if he will make a statement on the matter.
