Deputy Terence Flanagan asked the Minister for the Environment, Community and Local Government the reason local authorities are not required to account specifically to central government for the usage to which the household charge has been put, or in the case of the local property tax where it will be put; if he has concerns that this contributes to a lack of transparency in relation to the areas in which the collected charge and tax is being spent; his plans to ensure that there is greater transparency in this area and that taxpayers are provided with information on where their money has been spent; and if he will make a statement on the matter.
