Connaughton asked the Minister for Agriculture, Food and the Marine whether it is possible that although a 40% penalty was imposed for 2010 because a person (details supplied) in County Galway could not prove the presence of horses on their land, now that the person can prove that the horses are in situ on their land through having their horses blood-typed in 2011 that the penalty would be removed for the remaining years; if he will outline the appeal mechanism available to the person; and if he will make a statement on the matter.
