53 Mr. Sargent asked the Tánaiste and Minister for Foreign Affairs in view of the controversy surrounding the elective process, the consideration, if any, he has given to the merits of combining the systems favoured by the Ulster Unionist Party on the one hand and the Democratic Unionist Party and SDLP on the other, whereby a Proportional Representation Single Transferable Vote constituency based vote will incorporate a topping up list system with a 1 per cent threshold thereby providing for both local democracy and true proportionality.
