Deputy Grace Boland asked the Minister for Public Expenditure, Infrastructure, Public Service Reform and Digitalisation whether a formal mechanism exists within Government to hold Departments financially accountable where financial penalties are imposed on the State by the European Union arising from failure to transpose directives or otherwise comply with European Union law within the required timeframe; if such a mechanism exists, the details of the arrangements in place, including any requirement for costs to be recouped from the relevant Department's Vote; if no such mechanism exists, whether consideration is being given to introducing such arrangements; and if he will make a statement on the matter.
