Deputy Bríd Smith asked the Minister for Transport, Tourism and Sport the agency responsible for the issuing of licences for the operation of horse-drawn carriages and enforcement of same in Dublin city under current legislation, in view of the fact that the Dublin Carriage Act 1853, the Dublin Amended Carriage Act 1854, the Dublin Amended Carriage Act 1855 and SI No. 198 of 1946 - Dublin Carriage Bye-Laws 1946 still appear to be in force; and when the legal lacuna will be resolved.
