Deputy Michael Healy-Rae asked the Minister for the Environment, Community and Local Government in view of his recent statement that property developers will be loaned money at low rates by the State to pay for roads, footpaths and sewage in housing estates to speed up the building of houses, and in view of the fact that this low-cost loan proposal will be initially restricted to the four local authorities in Dublin but could be extended to counties Cork and Galway, to explain the reason he has overlooked County Kerry; if he will provide an assurance that he will extend the scheme to County Kerry; the way he decided to discriminate against County Kerry; the particular financial considerations he took into consideration in making his decision to exclude County Kerry; and if he will make a statement on the matter.
